Tobirama was hailed as the fastest shinobi of his era and the finest Water Release user the series ever produced. He was also a relentless inventor — many of the techniques the later cast take for granted, from the Shadow Clone to the Reanimation Jutsu, trace back to his work.

  Tobirama Senju is the Second Hokage of Konohagakure and the younger brother of the First Hokage, Hashirama. A stern strategist, he built the village's governing institutions and invented several of the most powerful jutsu in shinobi history.
