Mei Terumī is the Fifth Mizukage of Kirigakure, a leader who pulled her village out of its darkest era. She holds two Kekkei Genkai at once — Lava Release and Boil Release — and used that rare power, and a harder-won political will, to end the cruelty that had earned the Hidden Mist the name the Bloody Mist.
Mei Terumī was a kunoichi of Kirigakure, the Hidden Mist, born into the village's cruellest years — the long era the rest of the world knew as the Bloody Mist.
It was a dangerous time to be born as she was. Kirigakure persecuted citizens who carried Kekkei Genkai, and Mei carried two of them.
She lived through a reign of manipulation and fear that nearly broke the village. What it left her with was a hard, specific resolve: if she ever held power, the Hidden Mist would not stay this way.
Mei is born into a Kirigakure that prizes cruelty and fears bloodline power — a village where carrying a Kekkei Genkai, as Mei does twice over, is a danger rather than a gift.
Mei lives through the era of manipulation and persecution that nearly destroys the Hidden Mist from the inside — and comes out of it certain the village has to change.
Mei rises to become the Fifth Mizukage of Kirigakure — a leader who takes the office not to hold the old order, but to end it.
As Mizukage, Mei dismantles the village's worst traditions — ending the persecution of those born with Kekkei Genkai, and abolishing the brutal academy graduation rite of the Bloody Mist.
Mei stands with the Five Kage at the Summit and through the Fourth Shinobi World War — and proves no figurehead, pressuring even Sasuke Uchiha in battle despite his Susanoo.
When the war ends, Mei steps down — passing the title of Mizukage to her subordinate and bodyguard, the swordsman Chōjūrō, the village left far better than she found it.
Mei was rare twice over — a shinobi who carried two distinct Kekkei Genkai, and one strong enough to use both at a Kage's level. Lava Release fused fire and earth into molten rock she could shape and throw; Boil Release let her breathe out a corrosive mist that destroyed whatever it touched. Under those bloodline arts sat a solid command of three basic natures, and a combat record that pressured the strongest fighters of her generation.

Mei's Kekkei Genkai column is the giveaway — two bloodline limits at once, Lava Release and Boil Release, a reading almost unique on the board. Her Kirigakure village is uncommon and narrows the answer, and her Kage rank narrows it again. Her Terumī clan is rare, and her Attributes column is empty. She debuts in the Five Kage Summit arc, late in the series, so the Debut Arc arrow points up toward her.
