Yugito Nii is a jōnin of Kumogakure and the jinchūriki of the Two-Tails, Matatabi. Sealed with the beast at the age of two and trained hard to master it, she gave her loyalty wholly to her village — and, when the Akatsuki came for her, spent the last of her strength leading them away from it.
Yugito Nii was a kunoichi of Kumogakure, the Hidden Cloud. She was made the jinchūriki of the Two-Tails, Matatabi, when she was only two years old.
What followed was a hard, detestable training programme — years of it — meant to teach a child to carry and command a tailed beast.
It worked. By the end of that training, Yugito could transform into Matatabi's full form at will — and she did it carrying a loyalty to Kumogakure that ran all the way down.
Yugito is made the Two-Tails' jinchūriki as a two-year-old, and put through a detestable training programme — a childhood spent learning to carry a creature far older and fiercer than herself.
At the end of that hard training, Yugito can take the full form of the Two-Tails at will — a control few jinchūriki of her time ever reached.
Yugito grows into a loyal jōnin of Kumogakure. Whatever the burden the village placed in her, her devotion to it — and to her comrades — never wavers.
The Akatsuki send Hidan and Kakuzu to Kumogakure to extract the Two-Tails. Yugito faces the pair knowing what they have come for, and what it will cost her.
Yugito leads Hidan and Kakuzu far from Kumogakure, so the battle will not fall on her home. She fights them to her last strength, is brought down — and dies when Matatabi is taken.
Brought back by Edo Tensei in the Fourth Shinobi World War, Yugito is forced to fight the Allied Shinobi Forces — her loyalty to her village turned, against her will, into a weapon.
Yugito fought as a cat fights — with fire and with claws. She could shape balls of her own burning hair into pursuing forms, grow her nails into long claws able to clash with a swordsman at close range, and, when she needed it, take the full form of the Two-Tails itself. Behind all of it sat the control she had paid a hard childhood to earn.

Her Kumogakure village is uncommon and narrows the answer, and her Jōnin rank trims a little. Her Nature Types column pairs Fire with Lightning. She has no clan and no Kekkei Genkai. She debuts in the Kazekage Rescue era, mid-series, so the Debut Arc arrow can point either way.
